In the barn boss system, prison staffers basically turned over control and discipline of prisoners to some of the prisoners themselves. A particular gang would gain control of a prison yard or even the entire prison. This situation worsened race relations because many gangs recruited based on race. If an African American prisoner was incarcerated in a prison run by a White gang under the barn boss system, that prisoner had little hope that staffers would even notice assaults against him, never mind address them. The same was true of a White inmate at a prison run by an African American gang.
