Because so many of these invention promoters or developers had poor track records of really helping inventors, the American Inventors Protection Act of 1999 was passed to help protect inventors from the deceptive acts and practices of the promoters. These disclosures help inventors determine if the promoter is "legit" and truly helps the inventor or is simply charging fees and not helping the inventor secure a patent and monetize it.
