Metropolitan facilities tend to have large populations that are diverse and present with a variety of issues. Second, there is a tendency for offenders who live rough-and-tumble lifestyles to process in and out of the jail facility. Jail systems in large metropolitan areas tend to have large offender populations that push the limits of what dedicated facilities can handle. Urban jails provide more comprehensive services due to the large number of offenders with various issues (substance abuse, mental health issues, medical issues, etc.). These systems often find themselves strapped for money due to the needs of offenders.
