Working from Article 3 of the Declaration of the Rights of Man and the Citizen, the National Assembly set about writing a constitution in 1789 . It took several years to present this document and when it was presented, it was deemed less than satisfactory, specifically over the issue of dividing the people into two categories: active and passive citizens. What this did in reality was set a minimum standard of property ownership in order to be classified as active citizens, and only active citizens were deemed eligible to vote. Women and non-property-holding citizens were classified as passive citizens. This meant that only approximately 66 percent of the men in France were actually participants in the sovereign system that had just been promoted by the Assembly.
