Past-in-present institutional discrimination involves patterns of inequality or unequal treatment in the present that are caused by some pattern of discrimination in the past. This form of discrimination is often found in workforces organized around the principle of seniority. Workers who have been on the job longer have higher incomes and more privileges. Workers who have been in an organization longer have greater job security. Many personnel policies based on seniority may seem reasonable, but they can have discriminatory results in the present because in the past members of minority groups were excluded from certain occupations due to racism and/or sexism. As a result, minority groups may have fewer years of experience than do dominant groups, and may be the first to go when layoffs are necessary.
