Why and how did Congress get involved in reducing the disproportionate amount of minorities that are confined?

Answers should discuss the JJDPA that was amended in 1988 and how funding was set aside to develop strategies to reduce the proportion of minority youth in confinement. Confinement should not be greater than the minority population, in general, of that state. In addition, strategies were required to look at the entire system; not just confinement. States that did not comply would lose funding.
