Fourth, they hold individuals for the military, for protective custody, for contempt, and for the courts as witnesses. Fifth, they transfer inmates to federal, state, and local authorities. Sixth, they house inmates from federal and state prison institutions because of overcrowding. Seventh, they operate community-based programs. Finally, they hold inmates sentenced to short terms. One issue for jail administrators is dealing with the growing population of women who are confined in jails. Jails were not designed to meet the unique needs of female offenders. Jails are also significantly overcrowded. Other issues include antiquated architectural design and organizational problems.
