Give at least two examples that show how popular opinion has changed concerning marijuana. Give at least two examples of barriers that oppose this trend in popular opinion.

What will be an ideal response?

Varies. Possible examples include the following: In California and in other states, voters endorsed ballot measures that reduced penalties for the possession and use of small amounts of marijuana and that endorsed a new set of regulations to permit persons to sell and obtain marijuana for medical reasons. Americans accepted President Bill Clinton's claim that he "didn't inhale" marijuana; they tolerated President George W. Bush's drug and alcohol abuse after he had a religious conversion; and the admissions of drug use in President Barack Obama's autobiography did not appear to concern a majority of U.S. voters. However, attempts by citizens to liberalize marijuana laws have been opposed almost unanimously by criminal justice officials and most elected officials. The U.S Department of Justice is conducting a legal battle against states that have liberalized marijuana laws.
