The role of counseling (previously called guidance) in the schools was solidified during this time due to the end of WWI, passage of Smith-Hughes Act, and economic depression of 1930’s. Elementary and secondary education received an influx of students due to increased needs for literacy and an increase in pregnancies following WWI.

In the 1940’s, 1950’s, and 1960’s, the federal government focused on the training of counselors as a result of and response to new social transitions such as WWII and USSR’s successful launching of rockets that orbited the Earth and landed on the moon. For example, the National Defense Education Act (NDEA) improved training for counselors who were to identify and encourage science and math majors for college education due to these events.

The field of professional counseling began a unification committee, which was formed and began meeting in 1950.

There was a growing realization that mental health was a critical issue in health. In mid to late 1950’s, Vocational Rehabilitation Act (VRA, 1954), Mental Health Study Act (1955), and NDEA (1958) enacted into law. VRA recognized the needs of people with disabilities. These laws also influenced the development of rehabilitation counselors. Guidance counseling encouraged students to explore career interests, abilities, and opportunities.

During this time, many research studies were initiated and as a result, more than 2,000 mental health centers arose.
