What will be an ideal response?
The major reason for such a policy would be to help relieve the surplus of workers in some DVC. If IACs allowed more temporary or seasonal workers from DVC that policy would help DVC through remittances. The temporary workers in IAC would remit some wages or salaries earned in IACs to family or relatives living in DVC thus helping to improve standards of living in DVCs. It also is possible for temporary workers to build human capital in IAC that they can then use when they return to DVC.
