Threats of force include threats to blockade, to forcibly occupy territory, to declare war, and to use force, including nuclear weapons or other weapons of mass destruction. Displays of force include placing forces (including nuclear forces) on alert; mobilizing armed forces; public displays or operations of land, air, or naval forces in or outside a state’s territory; and purposeful border violations with military forces (without combat). Uses of force include blockades, occupation of territory or seizure of material or personnel, small-scale military clashes or raids (with less than 1,000 total battle-deaths), and declarations of war. Interstate war involves sustained military combat resulting in more than 1,000 total battle-deaths.
