Courses of action are developed during the second place phase of the three-step planning process:
• Develop alternative plan (choices): based on level of risk and resources (e.g. fiscal) available.
• Risk (Needs) Assessment: critical and objective analysis of organization's protective systems.
• Develop Alternative Courses of Action: based on risk (needs) assessment, develop courses of action. A budget should be prepared for each course of action. Example: one may create three alternatives: not expensive, expensive, very expensive.
• Action Plan Selection: select a plan based on risk level and fiscal resources available.
