Reformers believethat teachers' expectations have been too low and that all students should be held to higher standards of performance, including students with disabilities. Students with disabilities should be able to learn the general curriculum and perform at a level comparable to students without disabilities. Answers should elaborate on difficulties involved with deciding what curriculum should be, what the standards should be, how they will be measured, and the consequences of failing to meet the standards.
