The city created fire wardens, who were responsible for patrolling the city to inspect chimneys and issue fines to those who did not maintain them. Another organization known as the "Rattle Watch" patrolled the streets at night. They wore long capes and carried a wooden rattle. If a fire was detected, the watchman would activate the rattle to awaken the citizens to fight the fire.
