Why is the outboard joint referred to as a fixed joint?

It does not change length like an inboard plunge joint. A fixed joint can move up or down and side to side. It also allows sharp side-to-side angle changes during steering, while at the same time allowing the suspension to move up and down as the vehicle moves over bumps in the road.
