In contrast to the Greeks, the Romans realized very early that they were expanding, with a focus on Rome rather than on the individual territories (in Greece, poleis) associated with the region. While the Greeks focused on Hellenic culture, which considered everyone from outside a barbarian, the Romans moved to incorporate the other areas in the plains of Latium into a unified whole. By extending citizenship (albeit in limited capacities sometimes), they created a more solid state and shared the benefits among all. This was not the case in Greece, which focused on the individual polis without regard to the entirety of the Hellenic world and was, therefore, more susceptible to being conquered when Philip II came along. The easy incorporation of new territories into Rome was facilitated by the extension of citizenship and legal rights to their inhabitants.
