Describe and explain the political considerations that agencies need to take note of when selecting an evaluator for their programs.

The political considerations in selecting an evaluator include: (a) conflicts of interest and objectivity of the evaluator: perceptions or realities with regard to connections between the evaluation team, the agency, funding considerations and contextual factors must be considered. Personal friendships between evaluators and agency leaders could compromise objectivity and validity, prior agency relationships, and the desire of evaluators to gain additional work from agencies also affect the selection of an evaluator. (b) Honesty: when real or potential conflicts of interest exist, an accurate reporting of evaluation results may be challenging. If a prized project is found to be less effective, presenting these adverse results may not be welcome or may cause negative consequences for the agency; therefore, these negative results may be understated by evaluators that have potential conflicts of interest with the agency. (c) Confidentiality: the evaluation team observes a range of agency behaviors and practices and they have an obligation to not unnecessarily expose agency processes, particularly those that are tangential to the evaluation. Evaluators who are able to respect this privacy are important.
