Students should recognize that the Montgomery bus boycott did not end segregation on buses (it took a court order), but that it did mobilize an entire community?a key tactic to be used in subsequent decades. Students should recognize that President Eisenhower's use of troops in Little Rock did not indicate a federal commitment to civil rights. But the tactic of creating a crisis that requires presidential action is something civil rights activists would use over and over again.
