Modern correctional administers operate in an environment very different from the past. Transactional leadership involves short-run exchanges between leaders and followers. Transactional leaders gained their position and power from their experience and extensive knowledge of the substantive area in which they worked. With their experience, they were able to provide answers and direction for any issue the agency confronted. This leadership is based on the position rather than the person. Leaders were those in the top position who exercised power by giving orders and making decisions. Leaders offered rewards and resources to followers in exchange for assistance in reaching the organization's goals.
Transformational leadership is much broader than transactional leadership, and is based on principles rather than practice and on motivating people to jointly address challenges and find solutions to new problems. Transformation leaders begin with a vision that has a set of values and principles as guidelines to use in responding to issues. They inspire staff to focus on the broader vision and higher-level goals, and help staff and the organization to learn and work through problems in an adaptive manner. They involve staff in creative and innovative solutions. Modern correctional administration requires the ability for leaders, managers, and line staff to work together, involving and empowering staff to adapt to change and deal with difficult and frustrating issues.
