Answers should address the public servant’s dilemma in scenarios where there is lack of clarity, possible misfeasance, misappropriation (and even lesser conflict) to either “exit” (leave the agency), “voice” (effectuate change by speaking out), or demonstrate “loyalty” (stay put or fall in line with behavior).
