Some ways to overcome this: seeking out drop-in centers for all homeless and documenting all those that visit; surveying households and asking them if they have housed anyone who was homeless
Nonprobability sample
No-they would not be generalizable because I would only be able to collect information on homeless people in one city. This city's homeless may not be representative of all homeless people.
