Beck argues that the environment is leading to a major reconfiguration
of social conflict, shifting to non-class-based struggles over pollution and other
social and environmental bads. He says we are moving from conflicts over goods
to conflicts over bads. Beck argues that security id displacing freedom and
equality as the highest value. He believes this is so because of the increased risks
in society, the pervasive sense that we are out of control. What Beck misses,
though, is that environmental risks are not ‘democratic.’ Certainly some of them
are, but the rich are in a far better position to avoid the worst consequences of all
of these threats.
