Work release could be considered both a type of institutional corrections and a community corrections program, given that offenders reside in a facility (a community facility, jail, or prison) but are released into the community for a short duration every day to work, attend education classes, or both. Work release is a form of prerelease program in the offender's preparation for release into the community. The traditional use of work release is much more restrictive than the halfway house environment because offenders are not allowed to leave the facility for any other reason except work and school. This type of release is for a specified purpose and for a specific duration. The definition of what people think of work release varies greatly, however. A broader definition of work release can include defendants or convicted offenders who spend a portion of their time in jail and a portion of their time working in the community. If the broader definition is used, work release could include traditional work release, weekender programs, and some pretrial programs. Most clients on work release hold regular jobs in private businesses and are close to their release dates, by six months or less. The two basic types of traditional work release are unsupervised and supervised. Work release can also be a useful sentence for first-time offenders, particularly if the offender already has a job or is already going to school at the time the crime is committed, and if the offender has a high victim restitution payment but poses minimal public safety risk. In these specific cases, the judge orders that offenders must reside in jail and be allowed to continue working to pay restitution or to continue working or attending school (e.g., high school or college classes). This option is sometimes used when restitution centers or halfway houses are not available in the area.Restitution centers are a type of residential community correctional facility specifically targeted for work-capable offenders who owe victim restitution or community service. The difference between a work release/restitution center and a halfway house is that in a work release facility, the main emphasis is on gainful employment and payment of rent, child support, restitution, and other court-ordered fees. The client stays at the facility until it is time to go to work. A halfway house expects offenders to seek gainful employment, but also allows the client leisure passes to visit family, attend church, and go to the store or to treatment sessions. Restitution centers provide some treatment, but the focus is on stable employment and paying back the victim. Some programs will release the offender when the restitution is paid in full. Many work release facilities are co-ed, with some larger cities having separate facilities for males and females.
