Explain the difference between legalization and decriminalization. Discuss the pros and cons of both. Where do you stand and why?

What will be an ideal response?

Vary. Decriminalization means that some forms of behavior around drugs is still illegal but that criminal penalties are reduced and some are removed. Legalization means that drug enforcement is removed entirely from law enforcement. Several countries (Netherlands, Portugal, U.K. and Switzerland have moved to decriminalization and/or legalization. Drug legalization is opposed by the AMA in the U.S. as well as the DEA.
Debates focus around harm reduction, the unworkability of current laws, the impact on individual's health, the charge that drug users are more likely to engage in other types of risky and criminal behavior, potential increases in drug use and cost of crimes and treatment.
Students should cite evidence to show where they stand and why.
