The survey feedback method begins with the survey. Employees receive a questionnaire to determine their perceptions of different organizational factors. Next is the feedback phase, during which the survey results are systematically reported back in summary form, first to the top team and then downward according to the formal hierarchy to all organization members who have been surveyed. They then participate in a discussion of the meaning of the data for the organization and their particular group. Finally, the group leader and subordinates together plan action steps for improvement. A consultant may meet with each group to help with data analysis, group discussion, and plans for improvement. Survey feedback is used for organization improvement, for example, to assess employee morale and attitudes and make changes that will improve both. Floyd Mann contributed the feedback aspect to the organization survey. He noted that when managers were given survey results, if they discussed the results with subordinates, especially in groups, positive change typically occurred. But if managers did not share the results and failed to plan changes for improvement jointly with them, there were no improvements.
