Environmental criminologists posit that perception is a key factor for successful crime control strategies. Criminals must perceive there is some kind of crime control present or they will not be deterred. If criminals are deterred in surrounding areas, they would have either seen something change or heard something about it. What this sometimes tells us is that criminals have some level of networking. Sometimes we talk about how something we do "sends a message." When considering diffusion, this may literally happen. If someone gets arrested in a saturated test zone and talks about it to friends, they may not know just how far reaching the extra patrol is assigned. It may cause criminals to move their activity further away in order to avoid any extra patrol or cease criminal activity for a period of time.
