After the key foundations of modernity and capitalism are in place, this perspective maintains, low-income countries will prosper. Dependency theory contends that the main reason why low-income countries are poor is because they are pawns that high-income countries exploit and dominate. Rich nations wield an enormous amount of power by exporting jobs overseas, manipulating foreign aid, draining less powerful countries of their resources, penetrating other countries with multinational corporations, and coercing national governments to comply with their interests.
