This defense rests on the assumption that health care resources are unlimited. This assumption would then lead the psychologist to believe overdiagnosis in order to gain health care for the client as an ethical choice in the distribution of health care resources. However, health care resources are finite and by upcoding the client’s diagnosis to receive reimbursement for services, psychologists are further limiting the resources available.
