In the HITECH act the CMS established four Health Outcomes Policy Priorities that would be used to develop "meaningful use" criteria for electronic health records (EHRs). Give reasons why those priorities are hindering the adoption of qualified EHRs by medical practices.

What will be an ideal response?

Clinicians want EHRs that focus on the individual patient and that simplify billing, prescription writing, and creation of documents such as requests for consultation, workers' compensation reports, pre-authorization requests, etc. The CMS priorities are related to monitoring quality of medical care, having families engaged in health care, coordinating care among multiple providers, and ensuring data security and patient privacy. Almost no physician office EMH systems meet the goals of clinicians and the priorities of CMS, and it is likely that systems that can will be less user-friendly for clinicians and medical office staffers.
