It generally can work but will take a great deal of effort to put into place. Many communities may prefer an approach that deals more with reducing local crimes.

Consultative management is in place in many departments with educated police management. Centralized rapid response needs more work, especially in rural areas. Community policing and federal grants have created more involvement with the local community by police middle management. Split forces are simply too expensive for most departments because of budget restraints. This means reactive 911 service departments will still prevail. Police planning is becoming more the norm in medium and larger departments, with at least 100 sworn officers. Training and education have been upgraded with regional academies but there is less change elsewhere. Information technology is creating rapid positive change in many police departments. Most departments are more reactive to 911 calls rather than embracing a proactive prevention of crime approach. We will just have to work harder to create this positive change.

In the end, proactive policing has been a positive influence in the small, contained universe of police culture and police managers.
