The humanist approach looks inside the bureaucracy, focusing on the life of individual workers within the organization. The humanist approach recognizes one’s full potential as a human being and the equality of persons. The pluralist approach recognizes the responsiveness of a government organization to society’s politically active interest groups. These organizations are themselves the products of this conflict and accommodation of interests. The formal approach posits that individuals are self-interested, workers agree to work because the work provides them valued rewards, and the market determines how much employers must pay and what employees will agree to accept.
