Target problem: Angela and Irwin Corning, an interracial couple, and their three children are living in a transitional housing facility. Irwin lost his job 8 months ago when the county agency where he worked as a maintenance specialist hired a private contractor to reduce its labor costs. The
couple's preference is to purchase another home, but their current financial situation does

not permit them to do so. Consequently, the family will need to move into an apartment.

Goals:
