Answers to this question can vary greatly. The lack of economic growth for a prolonged period of time, coupled with the stagnant political environment of the communist countries, certainly allowed preconditions for popular unrest. Some argue that the rearmament of conservative Western governments in the 1980s forced military spending by the Soviet Union and other Eastern bloc nations to a level of expenditure they just could not continue, and economic collapse led to political collapse. Other theories are that Gorbachev's reforms spun out of control, that glasnost was taken well beyond its original intention of opening a political forum and quickly grew into unmanageable levels. Others would point to the global community and the greater awareness of human rights violations; places like Poland and Czechoslovakia issued Charter 77 requesting that governments abide by the terms of the Helsinki Final Act. Faced with an inability or lack of motivation to suppress anticommunist activities any longer, the removal from Soviet power and communist control was quick and relatively smooth (except in Romania).
