The Horn of Africa has been troubled by high levels of piracy and while much that goes on is for financial reward in this lawless region, there is always the specter of al Qaeda and its affiliates using piracy as a means to smuggle a dirty bomb. While security has increased massively at US ports the risk is high and authorities will need to call on as much intelligence information as possible to intercept such an operation.
