Small groups should retain their small size, meet face-to-face, have multiple meetings,
and have common goals. They should make decisions by consensus rather than vote or
compromise. The group should be cohesive. It should have cultural diversity; an absence of
groupthink; and rules or norms. The group should move through stages: orientation phase,
conflict phase, and emergence phase.
