PSIs are not necessary because the investigatory process in France is more thorough than in the Anglo-American common law tradition. Because a French trial is more a review of the facts than a fact-finding process, much more is known about the character of the defendant and all the relevant personal information regarding his or her background (Walsh & Hemmens, 2016).
