The main issues had to do with low pay, poor working conditions, inadequate benefit packages, and poor public esteem. Perhaps poor working conditions were the primary reason for the creation of police unionism. Examples included poor equipment, being called into work without overtime, few or no disciplinary protections against arbitrary decisions by supervisors which resulted in lost days or pay. As with other social movements, police unionists borrowed tactics from other social causes/groups in the 1960's.
