Money is vital to both winners and losers in a presidential campaign. Money is required to hire campaign professionals, conduct polling, for travel, and advertising. Money can come from several sources, including government matching funds, hard money, and soft money. Responses should address all of these. Government matching funds are given during primary and general election campaigns to qualified candidates who choose to accept them and to spend only that money. These funds are derived from citizens who opted to contribute on their tax returns. The idea behind these funds is that they would help control big-money influence on campaign finances, to ensure a fair contest, and to free up candidates to communicate with the public. Hard money is funds given directly to candidates by individuals, PACs, political parties, and the government. Candidates control how this money is spent but its collection is governed by the rules of the Federal Election Campaign Act and its amendments. Soft money is unregulated money collected by parties and interest groups in unlimited amounts to spend on party-building activities, GOTV drives, voter education, or issue position advocacy.
