What will be an ideal response?
For each type of response, different teams with incident-specific training should be used. Regardless of the type of incident training, certain characteristics should exist among all response teams. All teams should be composed of volunteers, and they should receive specialized training and skills that ensure that they are experts in their specific area of response. Further, they should be knowledgeable of policy and law regarding their type of response. These personnel should be required to pass rigorous physical, academic, and psychological screening. The most common and least lethal type of team is the disturbance control team. Disturbance control teams are specialized teams trained to respond to, contain, and neutralize inmate disturbances in prisons. They are used where life-and-death issues are not at stake. These teams are trained in riot control and the use of defensive equipment. The next level of response includes armed disturbance control teams. These teams deal with disturbances that have escalated to matters of life-and-death outcomes. There may be more potential liability with this type of team. Lastly, tactical response teams are the most highly trained and skilled emergency response security staff teams. These teams are designed to respond to serious crises within a prison facility where the security of the institution is seriously at risk, posing a threat to public safety.
