If no bomb or explosive is found, the supervisor should inform the person in charge of the building, but he should avoid suggesting that the building is safe for occupancy. To do so might unnecessarily involve considerable liability for his department in the event persons reoccupy the building in reliance on his statement and are injured or killed from the explosion of a bomb that was not found.
