The Hell's Angels are an organization of criminals. They maintain a barrier between the Hell's Angels as a club and the Hell's Angels as a business. In response to accusations that they are criminal organizations, outlaw clubs repeat the mantra of Sonny Barger: "Members commit crimes, not the club." Thus, though the outlaw motorcycle club is bureaucratic, its illegal business activities are not.
The clubs place a firewall between the organization and the criminal activities of members. This helps to insulate the group as an organization from Racketeer and Corrupt Organizations (RICO) prosecutions.
