The fsck utility takes the name of the file system as an argument to monitor its status. The superblock contains a flag that informs the kernel whether the file system has been mounted correctly. If it is, it's flagged as clean; if it's not, it's flagged as not clean. When the system is started, the flag is read, and if it's not clean, the fsck utility runs.
