There is need for investigative stops and the Court did not forbid them entirely. Those that were conducted without reasonable suspicion were necessarily dependent upon the voluntary cooperation of the private citizen. The Court has recently further ruled that self-identification of private citizens at the request of law enforcement officer is constitutional and not a violation of privacy. Search of personal luggage found in an automobile is not included under the warrantless search. However, personal luggage and closed containers may be searched if probable cause exists to suspect that those containers or personal belongings contain criminal evidence or contraband.
