The cap-and-trade system would allocate a limited amount of permits to industries for the use of fossil fuels and the emission of carbon dioxide. These permits can then be traded so that more energy-efficient industries are able to obtain more permits. This central part of the plan is supplemented by a range of other programs to increase efficiency in automobiles, homes, and industry, as well as to develop alternative energy sources such as wind, solar, and geothermal power.
