Explain the difference between resource loading and resource leveling.

This answer might be difficult for students to explain, but the general idea is
loading has more to do with the availability of key resources and the blend and
mix of resources at specific times. Leveling is balancing workload to reduce
overallocation or overlapping with other projects needing the same resources.
