Neglect is similar to passive abuse with elders; it refers to withholding food, shelter, clothing, love, and so forth. Abuse is an overt form of physical mistreatment; it involves inflicting physical harm on the child. Consequences include having a higher arrest rate as a juvenile, and being more likely to be arrested later for a violent crime.
