Tactics are chosen on the basis of a group's levels of membership, its publics, and its relationship to authorities. In addition, leaders consider the close friendships among members, race, and the size of the town. In regard to the levels of membership, leaders consider the predispositions and background of the inner core and the number of committed members. Depending on whether the publics are sympathetic or hostile will determine the leaders' choice of tactics. The tactics chosen also depend on whether the authorities are accepting or hostile to the movement.
