Explain why it is important to appreciate the tension between the force of social structure and human agency in social work practice. Provide an example of how a social worker might consider social structure and human agency to better understand the story of Rubina.

Human agency refers to the capacity of individuals to act independently and to make their own free choices. Some theories of culture assume that humans have agency in creating, maintaining, and changing culture, and other theories assume little to no human agency in relation to culture. Rubina shows her human agency in going to school, studying business, and joining the Muslim Student Association even though her family is displeased. She struggles with her parents telling her Allah is displeased with some of her actions (a product, perhaps, of the social construction of their religious beliefs), since her actions are a reflection of her agency. She may feel discouraged in exercising that agency.
