The answer lies with the fact that the members of the Governing Council are charged with setting policy that is beneficial for the euro area as a whole and it may be that the pursuit of this policy goes against what may actually be beneficial for their own country. A formal vote which would reveal how each member voted could be politically troublesome if not embarrassing for any member to have to explain to residents of their own country. So the goals of the Governing Council are likely easier to obtain if members do not have to worry about how the specific votes would be interpreted in their own countries.
