There was public outcry over the dramatic increases in drug use and associated criminal behaviors in the 1970s and 1980s. The response was to deter drug users, manufacturers and sellers by making it increasingly difficult to engage in drug law violations without stiff penalties. Mandatory minimum sentencing decreases judicial discretion when trying drug cases, so that mandatory sentences must be issued, even for low level offenses like drug possession. This policy lead to a significant growth in the prison population, impacting all Americans. Those who were especially impacted, however, were minorities, women, and those of a lower social class.
